# Set up a budget

> Set how much each member's agents can spend, and on which merchants.

Set how much each member's agents can spend, and on which merchants.

You need to be an org admin to create or change a budget.

Budgets live on your organization's settings page, one per network the organization runs on. Each budget applies to every member, and each member gets their own cap.

| Field | What it does |
| - | - |
| Name | A label, such as Research travel |
| Cap (USD) | The limit per member |
| Merchant scope | All merchants, or a specific allowlist from the catalog |

All merchants means every merchant Anchorage has approved and made Active. A specific allowlist must name at least one merchant; saving an empty selection is rejected. When Anchorage consolidates duplicate catalog entries for one merchant, allowlists naming the duplicate follow to the surviving entry automatically. The budget keeps admitting the same real-world merchant, and its cap and spend-to-date stay untouched.

A budget is **Active**, **Paused**, or **Revoked**. Pause and resume it from the same page. Revoking is permanent.

For how a budget gates each payment, see [Budgets](https://docs.anchorage.com/agentic-banking/concepts/budgets.md).
